The cost of water and the European Framework Directive.
The European Framework Directive does not respond to the scientific knowledge we possess about the management of water and the interdependencies that exists between the different ecosystems. As well as the costs of water, understood as loss or deterioration of environmental functions, and leaving to one side the costs of water infrastructures, there are other costs. We are starting to think differently about the management of water, determining which costs we can and cannot afford to bear. Serious efforts are being made to encourage public participation and to stop seeing it as a threat to elected politicians.
