Andalusia's legal framework for urban planning and sustainable development.
Urban development must respond to the requirements of sustainable development, minimising the impact of uncontrolled growth and supporting the regeneration of the existing city, making it more habitable. Land is not only an economic resource but also a limited and non-renewable natural resource. As part of a model of supra-municipal territorial organisation, urban planning must incorporate certain decisions relating to models of sustainable urban development and should include among its objectives the creation of a compact city model, avoiding processes of indiscriminate expansion and unnecessary consumption of natural resources and land, stipulating what must be protected, protecting the landscape and preserving the environment for future generations, avoiding so-called piecemeal urban planning arranged between public and private entities. This article analyses the Andalusian model of urban planning and sustainable development.
